2、mentalprotectionfromanewangleofview,andaviewpointthatfoundingfairandefficientenvironmentalprotectioninstitutionispromotedinordertoapplyscientificreferencetofisherypollution.Inthispaper,GameTheoryandStakeholderTheoryareemployedtoanalysevariedconflictsinenvironmentalprotectionactivities,fromw
3、hichasystematicanalyticalframeworkforIEPAisfabricated.AcasestudyoffisherypollutioninChangshouhuLakeiscarriedoutintheframework,whichcomesout6gamemodels,suchasTragedyofCommons,supervisegame,principal-agentmodel,dynamicgameofincompleteinformation,finitelyrepeatedgamesandHerdingeffect,toexplain
4、theinterestconflictsamongthegovernments,fisheryenterpriseandfisherfolk.AconclusionthattheunbalanceofIEPAisthestickingpointoflowefficiency,andconstructionofefficientinstitutionshouldbaseoninterestadjustmentisdrawnout.Thispapersuggeststhatlegallever,economiclever,administrativelever,andpublic
5、supervisal,suchasfoundinganEnvironment-fairregulation,increasingthefinetolawbreakers,establishingreasonableinterestcompensatingmechanism,andreformingthemeritsystem,shouldbeemployedintheadjustmentofIEPA.Consideringtheparticularityoffisherypollution,andbasingonthe“pollutertakeschargeprinciple
6、”,thispaperinnovativelyproposesEnvironmentalRisk-takingInstitutionasthecomplementarityoftheactiveenvironmentalmanagementinstitution.Onaccountoftheimmaturityofenvironment&resourcesvalueaccountingmethods,theresearchesinvolvedinstakeholdersandthegameofIEPAisanewdirection.Duetothedifficultiesin
