1、摘要随着改革开放的深化和市场经济的发展，面对经济社会快速发展的现实，政府包揽的办学体制不能适应社会经济发展的要求，不能满足社会日益增长的对教育多样化、多层次的需要。市场对人才的渴求，群众对教育的需求，政府对教育投入的不足，都在呼唤民办教育的参与。从1978年恢复到现在，民办高校经历了恢复期、发展期、规范期大至三个阶段，在这三十年中，法律完善程度、政府扶持力度、学院办学规模、办学质量、社会声誉都取得了很大进步。民办高校也因此发展成为了高等教育的重要组成部分。然而，自1999年实行高校扩招以来，我国高等教育已完成了从“精英教育阶段”到“大众化教育阶段"的跨越，高等教育毛入学率由1998年的9．8

2、％到2002年达到15％，2008年已达到了23％，高等教育步入了大众化的发展道路。面对激烈的竞争和大众化发展环境，民办高校遇到了诸如资金、政策、法规、管理、质量、师资、特色等问题。本文通过对中国民办高校发展历程、发展意义、发民现状特点分析，征对大众化教育背景环境，提出质量立校、特色取胜、管理创新、品牌建立和合作办学等五方面的发展战略，同时，提出发展民办高校政府应给予的环境支持。关键词：大众化教育；民办高校：现状问题；发展战略AbstractWiththedeepeningofOpening-up&Reformandthedevelopmentofmarketeconomy,theschoo
