2、nprovider’scurrenttariff1rate,ortheassignor’sopportunitycostscappedatthecostofexpansion.Theremovalofthepricecapwasintendedtohelpexpandthesecondarymarket,andfurtherthegoalsstatedinOrderNo.888whichbeganallowingcapacityreassignmentin1996.InOrderNo.888theCommissionfoundthatallowin
3、gholdersoffirmtransmissioncapacityrightstoreassigncapacitywouldhelppartiesmanagethefinancialrisksassociatedwiththeirlongtermcommitments,reducethemarketpoweroftransmissionprovidersbyallowingcustomerstocompete,2andfosterefficientcapacityallocation.TheCommissionlimitedreassignmen
4、tsabovethepricecaptoastudy3periodendingOctober1,2010inOrderNo.890-A.TheCommissiondirectedstafftocloselymonitorthesecondarymarketfortransmissioncapacityduringthattimeandprepareareporttoassisttheCommissionindecidingwhethertoextendtherulebeyondthestudyperiod.InOrderNo.890-BtheCom
5、missionclarifiedthatthereportshouldfocusonthecompetitiveeffectsofremovingthepricecapforreassignedcapacity.Staffwasdirectedtoconsiderthenumberofreassignmentsoccurringoverthestudyperiod,themagnitudeandvariabilityofresaleprices,thetermofthereassignments,andanyrelationshipbetweenr
