4、rgrantingtotheplaintiffleavetodiscontinuethatAJAction.2.Thehistoryofthismatterislongandcomplex.Ihavebeendealingthisforalong,longtime.ThereasonsformyorderoncostsappearinmyJudgmentof15October2003.MsWeeforthedefendants,whodidnotappearontheargumentresultinginmyJudgmentof15October

5、butwhoappearsforthefirsttimetodayhaspersuasivelyarguedforacaseofcourtgrantingleavetoappeal.Leave,ofcourse,isrequiredbecauseitwasanorderoncostsonlybasedonanexerciseofdiscretion.3.AlargenumberofgroundshavenowbeenputintheproposedgroundsofappealandIdonotneedtogointothemindetail.S
