4、spaperconcludedthatthebasicconclusionofexistingstateofdomesticindustrialtransferbasedontheexistingempiricalre—search：(1)asawholeChinadidnothappenlarge-scaleindustrialtransfer,thesametoindustrialtransferamongChina’Seastern，centralandwesternregionsandamongChina’Seastern，north

5、east，centralandwest-ernregions，onlyrelativeindustrialtransferhaspartiallyhappenedinthesaidregions，andabsoluteindustrialtransferhasnotyetoccurred；(2)industrialtransferamongChina’Seastern，centralandwesternregionsismostlythattechnology-intensiveindustriestransferfromtheCentral

6、andtheWesttotheEast，；(3)relativelylargescaleindustrialtransferhashappenedamongprovincesineasternChina；(4)relativelylargerscalein—dustrialtransferhashappenedamongcitiesorpartsofeachprovinceineasternChina；(5)then，analysisonconclusionofempiricalresearchofdiferentregionalscalei

7、ndustrialtransferconformtothedistanceatenu—ationlaw．Then，thispaperreviewsthestudyonthegradstheory,thereasonwhichindustrialregionaltrans—ferisstagnantandtheroleofgovernmentsinregionalindustrialtransferderivedfromtheresultoftheempir—icalstudyofindustrialtransfer．Finally,thisp
