2、ger,&Grimes,2010).Themovementisnotnew,butithasfollowedaprocessthatstartedwiththeconstitutionalrighttoknow(Parks,1957),anddependingonthecountry,hasgrownasasetofregulationstosupportasetofrightsandobligationstopromotetransparency,accountability,participationandcollaboration.IntheU.S.,forexample,th
3、eOpenGovernmentdirectivefromPresidentObamahasitsfoundationinseveralregulationssuchastheFreedomofInformationAct,thePaperworkReductionActandthee-GovernmentAct(McDermott,2010)•InothercountriessuchasMexico,theconstitutionalrighttoaccessgovernmentinformationisasrecentas2007,andtheFreedomofInformatio
4、nActwasjustpublishedin2002(IFAI,2007).Nevertheless,manynationsarenowpromotingacultureofopennessandtransparencythroughregulatoryframeworks(Bertotetal”2010)•Inthisrenewedemphasisonopeninggovernment,InformationandCommunicationTechnologiesareseenaskeyenablers(Bertotetal”2010).Governmentportalscanbe
5、usedtopublishbasicinformation,orelectronicsystemscanbeusedtocreateandfollow-uponspecificrequests.Furthermore,thecurrenttrendsonopeninggovernmentdataencourageinformationsharingusingopenstandardsandformatsthataremachine-readable,thusenablingthere-useandexploitationofdatatocreatepublicvalue(Kalamp
6、okis,Tambouris,&Tarabanisf2011).ThisOpenDatamovement,althoughveryrecent,hasbeguntopromoteresearchtoexplorebenefitsandbarriers(Janssen,Charalabidis,&Zuiderwijk,2012;Zuidcrwijk,Janssen,Chocnni,Mcijcr,&Sheikh.Alibaks,2013),requirementsandtechnicalfacilitiestopromotevaluecreation(Arzbergeretal.f200
