1、郑州大学硕士学位论文濮阳市教育经费投入问题研究姓名：杨浩杰申请学位级别：硕士专业：教育经济与管理指导教师：张凤珍201205摘要河南省是个典型的农业大省，濮阳市是河南省一个中等偏下的经济欠发达城市。在我国政府倡导优先发展教育的浪潮下，教育经费投入逐年提高，教育事业取得了很大成就，但与之伴随的是对教育重要性认识不够、教育经费投入不足，成为濮阳市教育事业发展的瓶颈。本论文从濮阳市教育经费投入的现状出发，分析了历年来濮阳市教育经费总体投入状况，区域间教育经费的分配结构，以及区域间基本建设费和生均教育经费使用的基本情况及存在的问题，如濮阳市政府对教育经费投入重要性认识不够；濮阳市经济发展落后，资金来

2、源渠道狭窄，筹资能力有限；还有教育经费投入体制不完善和相关法律法规不完善及执行部门执行工作不到位。在此基础上，提出了相应的解决方案。如提高教育行政部门对教育经费投入重要性的认识；发展经济，增加教育经费投入总量，拓宽教育经费来源渠道提高筹资能力；完善教育经费投入体制；建立健全教育投入方面的法律法规，依法保证教育经费投入公平合理，缩小地区之间教育经费投入差距等等，来改善和促进濮阳市教育事业的健康和谐发展。教育事业的发展需要各方面的共同努力，教育经费投入是其中的一个因素，还需要政治、经济和社会体制等各方面跟进。希望本文的研究对我国地方教育事业的发展做出一点贡献．关键词：教育经费投入区域间差异Abs
