1、内容提要自从20世纪60年代特别是80年代以来，世界经济进入了全球一体化的时代。世界金融一体化则是世界经济一体化的重要标志之跨国银行就是适应了世界经济一体化的需要而发展起来的，跨国银行的发展给世界经济带来促进作用的同时，也给各国金融监管带来了复杂的局面。传统的由一国对跨国银行进行监管的模式已经不能适应跨国银行发展的形势，这就要求各国在对跨国银行的监管方面进行良好的国际合作。母国和东道国都对对跨国银行进行监管，其中，东道国的监管较母国的监管一般更为严格。目前，发达国家对跨国银行的监管主要包括市场准入管

2、理、所有权管理、业务经营管理和资产风险管理四个方面。目前，世界上有很多对跨国银行监管的专门性国际组织。其中.最重要的就是“巴塞尔委员会”。“巴塞尔委员会”所颁布的一系列关于跨国银行监管的文件统称为《巴塞尔协议》。《巴塞尔协议》是对跨国银行监管的最重要的法律文件，许多国家都采用了该协议的一些规定。目前，我国对跨国银行的监管水平比较低下，我们应当在法律问题上以发达国家的制度为借鉴，在技术问题上采用《巴塞尔协议》的规定，建立起完善的跨国银行监管法律体系，并建立起专门的跨国银行监管机构。从而提高我国对跨国银
