1、摘要独立学院作为我国高等教育改革和创新的产物，是新形势下高等教育办学机制与模式的一项探索和补充，是更好更快扩大高等教育资源的一种有效途径，对今后我国高等教育的持续、健康发展具有重大的意义。独立学院人才培养目标是本科应用型人才，重视对学生专业素质和应用能力的培养，容易忽视对学生思想政治素质的培养。独立学院的行政管理体制、人事管理体制也对学生思想政治教育产生不利影响。很多独立学院思想政治教育保障体系不够健全。这些都导致了独立学院思想政治教育面临很多问题。本文分析了独立学院学生思想政治素质现状及其形成原因，指出了学生思想政治素质所存在的问题；认为这些问题产生于行政管理体

2、制、人事管理体制、办学理念以及思想政治教育保障机制；并针对独立学院学生思想政治教育的特点和学生思想政治素质现状成因的分析，提出加强和改进独立学院学生思想政治教育的对策：加强独立学院各级党组织建设；改进独立学院人事管理体制，加强师资队伍的管理和建设；纠正独立学院办学理念中的不利面，加大思想政治教育培养力度；建立“以人为本”的教育体系；健全思想政治教育保障体系，从组织方面、制度方面、机构方面、条件方面、环境方面、文化氛围方面加强思想政治教育。关键词：思想政治教育，思想政治素质，行政管理体制，人事管理体制教育理念，思想政治教育保障体制IAbstractAsreforman
